Advanced Personal Identity and Training Verification for First Responders

The Emergency Personnel Information Center (EPIC) is a new operational tool for First Responders and their Training and Commanding Officers to assure rapid, efficient, and effective response to natural disasters, terrorism and critical incident scenes. A web-based information center, EPIC enables participating organizations to privately manage, securely share, and cross-verify their members' identity, training, and credentials for trusted, safe access to incident scenes.

EPIC Members Form Trusted First Responder Community

EPIC is a cooperative technology solution. It supports permission-based collaboration and need-to-know information-sharing among local departments, county coordinators, regional response teams, and state and federal support agencies. This strategic partnership among EPIC Responders effectively and securely supports the development of a trusted First Responder Community. Members securely share critical information, enhance response effectiveness, mitigate risk, and improve the overall safety and security of critical incident scenes.


Unique Value

After the disastrous events of 9/11 and Hurricane Katrina, it was reported that authorized First Responders who should have been at an emergency site often were unable to access the scene. At the same time, many rescue workers who did gain access to an incident scene were not deployed to the best advantage of their skills.

EPIC enables members to:

  • Track department membership and training certifications
  • Manage the printing and issuance of ID credentials
  • Confirm training certifications and credentials of department members and mutual aid responders using any Internet-enabled mobile device or PC
  • Provide real-time Personal Identity Verification in support of HSPD-12 and FIPS-201.

After the Pentagon Attack of 9/11
The need for more effective credentialing was one of the principal lessons learned during the response to the terrorist attack on the Pentagon.

...Incident commanders on the scene were frequently unaware of the specific skills and abilities of the many responders at the scene from other agencies, and that lack of background information made the efficient use of personnel considerably more difficult.
